Planning permission in the green belt will not usually be granted for development on land that is used, or was last used, as open space. This includes: Parks and Gardens, including Country Parks; Natural and Semi-Natural Green Space; Amenity Green Space; Play Provision for Children and Young People; and Outdoor Sport Facilities, including School Playing Fields. Many of England’s Green Belts cross over several local authority boundaries or are in areas covered by two tiers of local government. In two tier areas there is often a division of responsibilities between a local planning authority (a district or borough council) and a county council that has responsibilities for or resources relating to farm holdings, public rights of way and landscape. A wider, strategic approach to managing the Green Belt can be helpful in such areas. Any enclosure to a property in the green belt (wall, fence, hedge, and so on) should be the minimum size necessary and should be appropriate to its location in terms of materials and style. It is preferable to plant a hedge of native species (for example, hawthorn) rather than to use fences or walls which give a built-up appearance to an area. Fences and walls may be acceptable within settlements that have a tradition of using them instead of hedges. The Green Belt is not a landscape designation and so it’s boundaries sometimes do not reflect physical or natural patterns ‘on the ground’. Appropriateness can be considered in relation to the architectural intent of the proposal, its context and implementation. What presence should it have? What do we want people to feel as they experience it? What mood does it communicate? How energy efficient does it need to be? Are the materials suitable for their tasks? How will it grow old?
